Yep, I see the offset problem.
I remember seeing something about this offset issue in the past, I assumed it was a flaw in the version of software at time, so would have assumed it to not be in this version.

It's NOT a map making flaw with the offset error. It's stupidity enforced by the Chinese government.
China had some regulations for civil mapping in their country. At first only Garmin GPS units from the Chinese reseller with Chinese firmware was designed to minimize the offset error. The Chinese security ban to mislead civilian usage and usage by foreigners was lifted in the autumn of 2008.
